A Discussion with David Bradbury

The Hon David Bradbury (Board of Taxation)

Mr Bradbury has over 25 years experience in law, government, tax policy and administration and public policy. He brings substantial domestic and international experience.
Mr Bradbury is currently a partner in KPMG Australia’s Consulting Division.

 Previously, Mr Bradbury was a senior executive at the Organisation for Economic Cooperation and Development (OECD) in Paris between 2014 and 2024. There, he was the Head of the Tax Policy and Statistics Division and the Deputy Director of the Centre for Tax Policy and Administration.  Mr Bradbury served as a member of the House of Representatives in the Australian Parliament from 2007 to 2013, during which time he was a Minister in the Australian Government. In this capacity, he was responsible for overseeing several of Australia’s key economic and financial regulators and held portfolios including taxation policy, competition policy, financial services and corporate governance.

Before entering parliament, Mr Bradbury was a tax lawyer at Blake Dawson (now Ashurst) between 2002 and 2007. He has qualifications in law and taxation. Mr Bradbury is an Honorary Professor of Taxation and Chair of the Tax and Transfer Policy Institute Advisory Committee at the Crawford School of Public Policy, Australian National University. He is a member of the e61 Institute’s Policy Advisory Committee.

Mr Bradbury was appointed Chair of the Board of Tax for a 3 year period from 1 April 2026 until 31 March 2029.

Andrew Mills (University of Melbourne Law School)

Andrew Mills has over 40 years’ experience in senior commercial, accounting and legal practice, government and academic roles. He is currently Chair of the Financial Reporting Council, Chair of the NSW Independent Planning Commission and a Senior Fellow of the University of Melbourne Law School. Mr Mills is also a member of the Tax and Transfer Policy Institute Advisory Committee and of the executive committee of the International Fiscal Association, Australia Branch. Andrew was appointed as a part-time member of the Board of Taxation for a 3‑year period from 8 December 2023 and was appointed Acting Chair of the Board from 1 October 2025 to 31 March 2026

Niv Tadmore (Jones Day)

Niv Tadmore is the Partner-in-Charge of Jones Day’s Melbourne office and leads the firm’s Global Tax Controversy team.  Niv also serves as President of the Australian Branch of the International Fiscal Association (IFA) and was the founding chair of the global IFA Supervisory Board. 

Miranda Stewart (University of Melbourne Law School) 

Miranda Stewart LLD is a Professor specialising in taxation law at the University of Melbourne Law School and a Visiting Professor at New York University School of Law, where she directs the International Tax program. Professor Stewart is also an Honorary Professor at the Tax and Transfer Policy Institute, the Crawford School of Public Policy, Australian National University. Professor Stewart researches and teaches on a range of international and domestic tax law topics, including her leading book Tax and Government in the 21st Century (2022, Cambridge University Press)

Alexia Kardachaki (International Fiscal Association) 

Alexia Kardachaki is the Secretary-General and Head of Secretariat of Global IFA. She is an international and EU tax lawyer and, prior to joining Global IFA, held senior positions in international tax advisory and law firms (Lubbers, Boer & Douma, PwC, KPMG Meijburg & Co), industry (LyondellBasell), and business groups (European Business Tax Forum).

She holds (tax) law degrees/diplomas from the National and Kapodestrian University of Athens (LL.B.), Athens University of Economics and Business (postgraduate diploma), Vienna University of Economics and Business (LL.M.), Vrije Universiteit Amsterdam (LL.M.), and the University of Lausanne (executive diploma). She was the IFA research associate in 2012-2013 and national reporter for the IFA Cahiers in 2014 (for Greece) and in 2022 (for the Netherlands). She is one of the founding members of the Women of IFA Network in the Netherlands and served as a board member of the IFA Netherlands (2021-2024). She was a member of the Organising Committee of the 3rd IFA European Region Conference, which took place in Amsterdam in 2023.
