About the Panel Discussion

Australia is building the infrastructure of the future, with foreign private capital playing a large role in its funding and in Australian Mergers & Acquisitions more broadly. In addition, Australian superannuation funds are major investors in foreign infrastructure and assets. Our panel will explore the current state of flux in Australia’s international tax settings for these large, cross-border investments.

Infrastructure and Private Equity (Sydney)

Chair: Cameron Blackwood – Head of Tax, Corrs Chambers Westgarth

Cameron is a leading transactional tax expert, specialising in mergers, acquisitions, and restructures. With more than 20 years of transactional tax expertise, Cameron has advised a number of Australia’s largest taxpayers. He also has expertise on capital management (both debt and equity), cross-border issues, and all aspects of employee share schemes. Cameron has been recognised as a leading lawyer by legal directories and publications including Chambers, The Legal 500, Best Lawyers for Tax in Australia and Doyle’s Guide. He has recently participated in ATO consultation on the new thin capitalisation provisions, the new equity funded dividend provisions, and the ATO approach to royalties/IP migration. He is a member of the Tax Institute Large Business Group and the CPA Tax Centre of Excellence.

Aaron Bennett – Assistant Commissioner, Australian Taxation Office

Aaron is the Assistant Commissioner for the Private Capital Program in Public Groups at the ATO and is responsible for leading the ATO’s Private Equity and Infrastructure strategies. Prior to taking up this role, Aaron was a Senior Technical Adviser and Acting Assistant Commissioner in the ATO’s Tax Counsel Network. Aaron also has engagement and assurance experience from leading the ATO’s managed investment trust assurance program, as well as policy and law design experience from his time working at Treasury.

Winnie Kong – Managing Director, Brookfield Asset Management

Winnie is a Managing Director in Brookfield’s Infrastructure Group with responsibility for Asia Pacific. Prior to joining Brookfield in 2009, Winnie held roles with a listed Australian infrastructure power company and a leading accounting firm.  Her experience extends to tax structuring, acquisitions, divestments, asset management, and cross-border issues. Winnie holds a Master of Taxation Law and a Bachelor of Commerce, Accounting and Finance degree and is a member of the Institute of Chartered Accountants.

Jillian Gardiner – Head of Tax, Morrison

Jillian is a senior tax leader who has over 20 years of experience in infrastructure. She joined Morrison in late 2023. Prior to joining Morrison, she was a partner at a large global multi-disciplinary firm and a managing director at a large global funds manager. She has worked on large transactions around the globe including an assignment to New York. She is currently based in Sydney.
